Founded in 2018, Asia Pacific Exchange Pte. Ltd. (APEX) and Asia Pacific Clear Pte. Ltd. (APEX Clear) are respectively, a derivatives exchange and clearing house regulated by the Monetary Authority of Singapore (MAS). APEX is the third derivatives exchange with the “Approved Exchange” license in Singapore after Singapore Exchange Derivatives Trading Limited and ICE Futures Singapore Pte. Ltd.

Our Team
Eugene Zhu Yuchen
APEX Founder and Chief Executive Officer
With over 30 years of experience, Eugene is a pioneer of China’s futures industry and played a pivotal role during the industry’s development. He established the Dalian Commodity Exchange (DCE) and the China Financial Futures Exchange (CFFEX) and served as the first CEO at both exchanges. After that, Eugene served as the Vice Chairman and CEO of Shanghai Pudong Development Bank before he established APEX.
Eugene was elected as a delegate to the 10th and 11th National People’s Congress (NPC) and as a delegate to the 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC).
Chong Lit Sam
Chief Commercial Officer
Sam has working experience in both exchange & brokerage industry. Prior to joining APEX in 2017, he worked in Singapore Exchange and Phillip Securities. He graduated from National University of Singapore with a degree in Finance.

Lim Hwee Hua
APEX Chairman
Mrs. Lim Hwee Hua is the Chairman of APEX. She was a former Minister in the Singapore Prime Minister’s Office and concurrently Second Minister for Finance and Transport. She was first elected to Parliament in December 1996 and served until May 2011. Prior to joining the Singapore Cabinet, Mrs. Lim served as Research Manager at Swiss Bank Corporation, and Head of Research and Director of Business Development at Jardine Fleming. She later joined Temasek Holdings in 2000 and served as Managing Director of Corporate Stewardship, and subsequently of Strategic Relations. At Temasek Holdings, Mrs. Lim oversaw divestments, restructured and established governance standards for companies, as well as strategic relations with key foreign counterparts.

Tze Ching Chang
Chief Regulatory Officer
Before joining APEX in 2019, Tze Ching spent more than 15 years at the Monetary Authority of Singapore, regulating and developing the Singapore capital markets. Tze Ching sits on the DBS Digital Exchange Appeals and Conflicts Committee, and the Examinations Board at the Institute of Banking & Finance Singapore.

Sian Hwee Ong
Chief Risk Officer
Prior to joining APEX in 2021, Sian Hwee has 15 years of working experiences spanning the regulatory and banking industry. He was in charge of risk and pricing models audits. He holds Master of Science in Financial Mathematics from the University of Chicago. He is a Chartered Financial Analyst and certified Professional Risk Manager.
